Haiti—Eight Years of Taking Action against AIDS
The PALIH Project in Artibonite; A Model for Healthcare Reinforcement
From April 13 to 15, 2011, the final debriefing workshop for the PALIH support project for the fight against STIs/HIV/AIDS in Haiti will be held in Port-au-Prince. In its eight years of action, PALIH helped develop an effective system to manage the issue of STIs and HIV/AIDS in the Artibonite region. The project was launched in 2002 and then renewed in 2006, and now, this second incarnation of the project has come to an end.
In the future, PALIH will serve as a model of how healthcare systems can be strengthened. The project was originally developed by a consortium made up of the Center for International Cooperation in Health and Development (CCISD) and the Center for International Studies and Cooperation (CECI), and was financed by the Canadian International Development Agency (CIDA).
The PALIH 2 project helped make STI/HIV/AIDS prevention services available to nearly one million people. More than 60% of the population of Artibonite benefited from the strategy used by the PALIH project.

The PALIH Project in Artibonite: A Model for Healthcare Reinforcement
Port-au-Prince, April 11, 2011 – To mark the end of the PALIH 2 support project for the fight against sexually transmitted infections (STIs) and HIV/AIDS in Haiti, the International Cooperation Center for Health and Development (CCISD) and its partners will present a debriefing workshop on April 13–15. It will be an opportunity to share the conclusive results of the work against STIs and HIV/AIDS that took place in Artibonite from 2007 to 2011.
After the convincing results achieved by PALIH 1, a second phase of the project was launched. Its central mission was to contribute in a sustainable way to reducing the transmission of STIs and HIV/AIDS throughout the Haitian population, and particularly in Artibonite department. It achieved irrefutable results mainly by increasing and strengthening local skills and structures. The focus was on facilitating linkages between partners involved in healthcare at various levels and on facilitating access to STI/HIV/AIDS prevention services in the region.
Some convincing results
PALIH 2 was the successor of PALIH 1, whose contributions included the following:
- Improving access to suitable STI/HIV/AIDS prevention services for nearly 500,000 people—nearly half the population of Artibonite.
- Enabling access to outreach services and increasing the number of regional health units, which are now located throughout Artibonite.
- Offering STI/HIV/AIDS prevention services and sexual-violence awareness services to various clienteles, including youth, sex workers, sex-trade clients, women, etc.
The PALIH 2 project is solidly anchored in Haiti’s national directions and in the local need for maximum accessibility to and efficiency with the population. It was designed in close collaboration with Haiti’s ministry of public health, the Artibonite health directorate, regional health units and their service institutions, as well as with partner NGOs.
