Haïti - implementation of a community-based model for adaptation to climate change

CECI is proud to announce a new project in Haiti to implement a community-based model for adaptation to climate change. The project intends to reduce the risks and destruction due to natural disasters by giving tools to the communities through improved local governance.

This 12-month long project will include 21 communes in the three most vulnerable departments of the country. It aims to raise awareness among the 1.5 million inhabitants who live in 15 communes of the Ouest department, 310,000 inhabitants of 3 communes in the Nord department, and 105,000 inhabitants of 3 communes in the Artibonite department. CECI intends to put forward a strategy that encourages a better synergy among the decentralized state powers, the local elected representatives and the communities.

The stakeholders will be brought together within departmental and communal structures for emergency preparedness.

The project has three components: an awareness-building component, an analysis component to teach people to recognize better the factors that could lead to a natural disaster, and a development component for the emergency preparedness plans of the communes.

CECI believes that all populations have a lot to gain by promoting a higher vigilance toward the possibility of disasters, whether the cause is natural or human.

At the end of this project, we believe that the populations involved will be prepared to handle a crisis: they’ll know who to contact and where to gather. They will also be better equipped to identify the best low-risk locations to build their houses.

Here is a list of the communes where the project will be implemented:

1) Ouest Department: Anse-à Galets, Arcahaie, Cabaret, Cité Soleil, Cornillion, Croix-des-Bouquets, Fonds Verrettes, Ganthier, Grand Goâve, Gressier, Kenscoff, Léogâne, Petit Goaâve, Pointe-à-raquette, and Thomazeau,

2) Artibonite Department: Communes de: Desdunes, Grande Saline, and Saint-Marc (5th section)

3) Nord Department: Communes de Bahon, Grande-Rivière-du-Nord, and Cap-Haïtien

This project is possible thanks to the Contribution Agreement between CECI and the Canadian Partnership Branch of CIDA, with a funding of CAD 3,510,632 for the implementation of the project. CECI’s contribution amounts to CAD 929.929 in cash and CAD 207,573 in kind.

 * Commune: This is the smallest administrative subdivision of the State, with a clearly defined territory; it generally corresponds to a part of a city.
