Hélène Lagacé

Hélène Lagacé holds a master’s degree in communications and her international cooperation experience stretches back some twenty-five years. Since 1986 she has specialized in gender equality issues and women’s empowerment.

Ms. Lagacé has notable expertise with organizational consensus building and networking processes, and has managed several bilateral programs dealing with gender equality and human rights. Her track record includes technical support missions in a variety of fields (economic development, human rights and women’s rights, HIV-AIDS, natural resources management, etc.).

In addition, she has done institutional capacity diagnoses with a view to integrating the gender equality dimension into national- and regional-level institutions, and has developed intervention and capacity building plans for the institutionalization of gender equality in these structures.

Ms. Lagacé is an experienced trainer. She has worked for several bilateral programs of the Canadian International Development Agency and lectured at the Université de Montréal. Currently, she is a CIDA trainer on gender equality and human rights issues.

At CECI, Ms. Lagacé coordinates a five-person team in charge of implementing the gender equality policy.
