Kathleen McLaughlin
Kathleen McLaughlin holds a master’s degree in public administration from Queen’s University in Kingston, Ontario, Canada and has worked for CECI since 1996. Before her current position as Regional Director for Asia, she was director of humanitarian assistance and a project officer in Vietnam, and worked on information management and research in Nepal.
In these capacities she has acquired expertise in technical assistance for community development and sustainable development among ethnic minorities in Vietnam.
For five years, Ms. McLaughlin worked on the Sahakarya project, a joint initiative of the Canadian and Nepalese governments. The goal was to improve the socioeconomic status of the populations of the remote mountainous regions of western Nepal.
She has also developed proficiency in matters of integration and empowerment of women and disadvantaged groups.
As a project manager in Tadjikistan, she completed a project to facilitate the agrarian reform, improve economic performance, and increase the political influence of small farmers in northern Tadjikistan.
Deployed to Kosovo in 2004, she served as an agroforestry trainer for NGOs and municipalities.
