Philippe Fragnier

The holder of a bachelor of science degree from Université Laval in Ste-Foy, Québec, Philippe Fragnier has sixteen years of experience in international cooperation.

His career has included a seven-year stint in Côte d’Ivoire and Senegal as a consultant to farmers’ and foresters’ organizations. Since 2001, at CECI’s head office, he has successively held the positions of Bilateral Projects Officer; Partnership Program Officer, and Coordinator, Programming and Partnerships Unit, Uniterra.

Currently, he coordinates the Knowledge Management Unit of the Uniterra Volunteer Cooperation Program. Mr. Fragnier has extensive experience in:

  • development and implementation of results-based management systems, and coaching in these systems;
  • organizational capacity building for small farm organizations (Africa, Asia);
  • development and use of participatory institutional diagnosis tools and methodologies;
  • identification of training needs of producers’ organizations, development of customized training programs and modules;
  • management of volunteer cooperation programs and capacity building projects in agriculture, food processing, and natural resource management for small farm organizations.
