Since 2012, Mali has experienced a major political, security and humanitarian crisis, characterized by an increase of extremist attacks, which has led to the deterioration in the security of civilian populations, especially in the North and Center of Mali. Today, large population movements, difficult access to water and livelihoods, and a high level of food insecurity still occur. Mali 2020 Humanitarian Needs Overview (HNO) targets Mopti as the region where the needs are the most important (1,544,074 people in need), followed by Timbuktu (692,456 people in need). The number of people in need in the two regions has significantly increased since 2019.

In this context, the project aims to strengthen household resilience by supporting livelihood activities (agriculture, garden and livestock), to protect women in vulnerable situations, to promote good hygiene practices and to ensure better access to safe water.

Improving agricultural production and food security

In the Agriculture and Food Security sector, CECI has distributed seeds and tools in order to increase cereal and vegetable production for vulnerable farming households, to support rehabilitation and the cleaning of irrigation canals and has provided most of the planned training on best agricultural practices. For vulnerable livestock herders, the distribution of feed concentrate vouchers will prevent vulnerable herders from adopting negative coping mechanisms.

Water, Hygiene and Sanitation (WASH)

In the WASH sector, CECI has targeted the domestic, garden and pastoral wells that it has rehabilitated to improve the availability of water for households, livelihood activities and livestock. Due to the lack of functional wells, communities collect water for human consumption at garden or pastoral wells. To ensure that the water collected for human consumption is safe, CECI has installed multi-use systems that separate water for livestock consumption from the one used for human consumption. Water purification kits were also added to each site. Representative Water Management Committees have taken charge daily of the safe water storage and purification, and have made sure that proper sanitation practices were applied around the wells. Furthermore, CECI has targeted the vulnerable households for the distribution of WASH kits in order to increase safe water storage and treatment capacity at the household level. Bleach has been distributed and training on water treatment and hygiene has been provided at the community level.

In order to adapt project activities to the Covid-19 pandemic, hygiene promotion sensitization messages became standard practice during all project activities. In addition, all community-based committees were provided with a mobile handwashing station to ensure the application of appropriate preventive measures on site.

Prevention and response to gender-based violence

To ensure a sustainable impact, especially for women and young women, the protection sector and gender-based violence sub-sector have aimed to reduce the vulnerability of and the risks of threats for women and young women, especially during livelihood activities (WASH, agriculture and gardens) and to develop a community response system, managed by women. The protection mainstreaming component has been present in each sector and sub-sector throughout the whole duration of the intervention. CECI promotes the active participation and representation of all groups in all stages of the project. In addition, for the proper implementation of the project, an accountability mechanism is in place to ensure that complaints are received from the beneficiaries or the community so that they can be answered within a specified timeframe
